MS Graph email send for POC-visible notes
Description
Wire POC-visible status notes to actually send branded HTML email via Microsoft Graph (Mail.Send application permission, admin-consented). Today notes log + record recipients but skip the send when MS_GRAPH_* is unset.

1Needs an Azure app with Mail.Send + a sender mailbox (e.g. ops@kincp.com). Graceful fallback already in place.
